Ensure adequate contract office support

I have been here for about a year and I have already seen two instances where my group was told that the contract modifications we proposed will not get done because the contracting office is "too busy". These two instances would have saved the government over 500,000 over time. This is just for a small division with a handful of contracts and I can only imagine how that would add up across the government.

We should ensure that our contracts offices have adequate staff to not only handle requests that come to them, but also can help consult with contracting officers and COTRs on how best to maximize tax-payer money/value on contracts.
