End of year bonuses ONLY for "outstanding" employees

Only those employees that received an "outstanding" rating in their most recent employee evaluation should receive bonuses.

 

Similarly, "blanket bonuses" (where the entire office receives a bonus just because) should be eliminated.

 

This not only reduces costs to the tax payer, but also encourages employees to strive to excel (which, afterall is supposed to be the point of a bonus in teh first place)
