A lot of employees spend a lot of time on the DOILearn courses that cost a lot of money to create. However, when these are listed on an application as a substitute for lack of experience and ignored, it amounts to a lot of wastered government time, money, and effort training its employees. More people would respect DOILearn and Skillsoft if taking the courses actually could result in a supervisory position when the already federal employee has little to no supervisory experience. No upward mobility is a fast track to low morale than spreads faster than cattails in water next to a sewage treatment plant.
