Eliminate the Government Purchase Card Program

Their is no need to have a Government Purchase Card. The only reason that we do have the Purchase Cards is out of convienance.

The purchase card can easily be abused and justified. It is not advantageous to have because every purchase can be done through a Purchase Order; thus, eliminating the need to allow members to openly use.

A centralized supply command should be set in place that will allow requestors to order government issued supplies/services through a unit's computerized system. This system is currently in place in the Coast Guard for only boat and aviation items, known as the Aviation Logistics Management Information System (ALMIS). However, a system is not in place for the other essential items needed to upkeep a military unit (example: toilet paper, pens, pressure washer, etc).

The only possible explanation for having a purchase card would be for a natural disaster and a unit is unable to operate a Coast Guard Workstation. Otherwise, by not having the P-Card, it will reduce the likelihood of abuse and waste done by those who are issed a card as well as provide the government with an overall cost savings across the board.
