There are several 2nd and 3rd orders of affect that occur due to the military "promote or die" concept. If we had a 2 track system, people that desired it could be experts in their field and stay that way for long periods of time doing a great job. Further, officers wouldn't need to move every 2 years for "advancement opportunities" saving PCS money. Morale improves, because officers won't have to serve terms as glorified secretaries and administrative assistants unless they wanted to. Recruiting could go down since more people would stay and fewer would get the boot just for being great at their job (which is actually a detriment in our military - you should be good at a lot of jobs, but if you're great at anything it's seen as a failing).
