Just about every office in every Federal agency makes multiple purchases of "give aways". Millions of dollars are spent on these items every year. These items may include things like custom pens, tote bags, bookmarks, mousepads, T-shirts, thumbdrives, etc., as a means of promoting their resources. Given the current economic situation, should Uncle Sam really be spending vast sums of money on token items that are most likely discarded in a few days or weeks?
