Many employees "extend" work hours if they are provided with the incentive of overtime pay. Because they essentially learn to rely on this extra pay, they work slower to ensure they are able to work overtime hours. By eliminating overtime and keeping employees at salaries, the work would be much more efficiently handled. Trust me on this one, after many years working at different offices in operations and having spoken to many people in operations, the overtime pay is not the way to go if you want to reduce backlogs. Instead, provide accountability measures i.e. have industrial psychologists evaluate current operations, have them provide suggestions on improvements, implement employee work standards, etc.
