Eliminate the DD Form 1AF, Certificate of Commission for all Air Force officers
Eliminate processing DD Form 1AF, Certificate of Commission, for all Air Force officers upon commissioning. Annually, the USAF produces approximately 5,242 DD Form 1AFs certificates. Figure up the cost of producing these certificates; approximate $2 per a certificate, the man hours to prepare them (approx 2 hrs each), and the cost to maintain a particular printer large enough to print the certificates and ink cartridges. The extra added cost of mailing replacement or lost certificates to officers is approximately $25.00 each. There is no-value added in producing DD Form 1AF for Air Force officers upon commissioning. The DD Form 1AFs are not used as a source document for any personnel actions; (i.e., appointment purpose). The official source documents utilized to validate an officer’s appointment are the AF IMT 133, Oath of Office (Military Personnel) and AF IMT 766, Extended Active Duty Order. Historically, the DD Form 1AF has only been used for presentation purposes at the commissioning ceremony. Again, there is no-value added with producing approximately 5,242 DD Form 1AFs annually for these forms are only a nice to have form.
