A mandatory retirement for O4s after 20 years is counterproductive if you can utilize them beyond that period in an O4-O5 billet. Undermanning in the military for O4s is endemic and retaining those who actually want to stay in would save hundreds of millions of dollars as the O4s who would be collecting retirement are now actually filling needed gaps and billets that are essential to the fighting force.

On another note- you could extend the eligible retirement for active duty beyond 20 years if needed. Fiscally I would rather have a job and not be eligible for retirement sooner than be cut years before retirement because the military has to downsize to save money.
