There are several Federal entitlement programs with overlapping and sometimes duplicative benefits. Yet dual benefits continue because there is a lack of independent verification when someone receives benefits from multiple programs. For instance, SSDI benefits are supposed to be reduced if the beneficiary is also receiving workers' compensation payments. Yet there is little or no information available to either program to determine if dual benefits are being paid. Programs rely primarily on the beneficiaries' self-reporting but this is unreliable. Simlar overlap occurs between and among Federal workers' comp benefits, OPM retirement, VA disability annuities and maybe others. I suggest a Dual Benefits Joint Taskforce be established with oversight and enforcement responsiblity to assess, monitor and when necessary collect overpayments in instances of payment of erroneous dual benefits.
