Educate travlers and hotels on federal hotel rates and tax exemption. When I present my government card, with the tax execemption number, hotels try to charge me the maximum government rate, even though the normal rate may be lower. They think it is an entitlement not a maximum. Takes a lot to convince them otherwise, leading me to believe a great deal of federal employees may accept the federal rate and thus overpay. I haven't found a need to pay the maximum federal rate. At many hotels the regular rate is lower. I'm also not convinced all federal travelors make sure they are not paying tax. If they do, the tax should be deducted from any reimbursements.
