Don’t allow inmates to control their cell lights.

Inmates have full control of their cell light. There are four fluorescent tube lights in each cell and the inmate leave them on all day. The inmates are locked down every night at 9:45pm. I say we shut their lights off at 10:00pm and don’t turn them back on until 6:00am. Place sensors in the cell so if there isn’t movement the lights turn off. I turn off some many light everyday in empty cells. We could even remove 2 of the lights, the cell are pretty bright with natural lights.
