Deploy new computer hardware quickly after purchase

In my office, new computer hardware sometimes sits in boxes for over a year before it is actually put into service. In the meantime, the hardware becomes less current, less valuable, and the warranties tick away. This wastes money.

The government should make it a policy that newly purchased computer hardware should be put into service within 60 days of its purchase. If temporary IT workers must be hired to allow for large-scale deployments, that's preferable to letting the equipment spend a substantial portion of its useful life sitting on a shelf.
