Decouple establishing NASA’s mission from the executive branch

Untold amounts of taxpayer investments have been wasted due the starting and stopping and the redirection that NASA is almost guaranteed to encounter when a new administration is appointed. The precedence was set by President John F. Kennedy when he directed NASA to go to the moon, however, there is no reason to continue directing NASA in the same manner today. NASA’s mission/goals should transcend administrations. As a NASA employee for many years, there is nothing more frustrating and wasteful than the habitual starting and stopping of programs and projects.
