The per-project/building limit on minor construction (MC) established by federal law is $750K. This level has been the same for 15-20 years, and it is creating a lot of problems modifying buildings adequately for efficient operation after mission changes. In most cases, the waste in inefficient operations far exceeds the construction costs within just a few years. Also, the process for acquiring military construction funds from Congress is extremely expensive for projects under $2-3 million.
1. Raise the limit for FY12 to $1 Million.
2. For each FY after that, use the Engineering News Record index for escalation of building construction costs to adjust the limit for inflation.
