Have agencies buy services as locally as possible. This will save gas and money. I see agencies hiring services from across the country when they have an identical service within commuting distance. For instance, two identical facilities (training) are located in the Washington DC and Denver areas. The Washington area facility hires contractors from Oregon and the Denver facility hires contractors from the East Coast. Further, the Washington DC center is doing all of the printing for the Denver facility and shipping all of the materials back to Denver. The Denver center has their own printing capabilities, but apparently nobody competent enough to run the equipment.
This sort of abuse happens throughout government.
