Consolidate EPA Laboratories

Last time I counted, there were 39 EPA Laboratories nationwide. Most labs have ther own personnel, infrastructure and instrumentation/lab equipment. Why not put all laboratory suport under one AAship, such as an AA for Laboratory and Scientific Support. We can reduce costs by millions of $$ by eliminating duplicative instrumentation, lab equipment & facilities costs. We also would eliminate the need for a large number of SES positions by eliminating smaller labs run by SESers and having one manageent system with only a couple of SES personnel running a consolidated laboratory system
