Computers (laptop & desktops) are often replaced because of technology change (update) and/or minimum requirements for new software. Nevertheless many people still happy with their home PC using Windows XP even on some new computers. Computers removed from one agency can be useful in another federal/state goverment agency (schools, students, libraries, rehab programs, etc...). A 2 to 4 years old computer can be updated for less than $100.00, including a new hard drive (when the agency require to remove it and shred it, before turn in computers to protect data).
