Computer Access Background Check BEFORE first day

Here at HHS in order to gain network access an employee has to be fingerprinted and have a background check completed. Instead of doing this before the first day of work, employees do this sometime within the first week of work. This means that employees can do almost no work until this background check is completed, which can sometimes take up to 2 weeks. By conducting this BEFORE an employee's start date the government could see an increase in productivity and employees would be able to begin working from day 1 on the job.
