Everyone knows the federal contracting workforce is understaffed and under-experienced for the workload facing them. It's time to optimize scarce resources and make organizational changes in key agencies. DOD should combine its services' contracting resources to ensure it has the experienced well trained people it needs. Organizational changes as well as evaluating each agency's processes for efficiencies could save money in the long run. Because the Federal Acquisition Regulation has become very complex procedurally...again... it's time to face the fact that new contract specialists cannot learn in a few years time. With the reduced contract specialist resources, it's time to optimize now while experienced people are still around to mentor and help with the change. DOD is the prime candidate because of its multiple services.
