Currently USAF officers being promoted to Maj or Lt Col have 1 year "in the zone" for promotion. If they are promoted, great. If they are passed over, they have approximately 1% chance of being promoted the next year, and virtually no chance after that. The real consequence of this policy can be seen at any MAJCOM staff: a large group of passed over Majors with no chance of advancement and therefore motivation to work just enough not to get fired. The Air Force could capitalize on the millions it has invested in each of these officers in terms of leadership training by keeping them competitive for advancement. As it is, many of these officers are dead weight despite being perfectly capable of taking on leadership roles. With a renewed possibility for promotion, morale, productivity, and overall unit readiness would dramatically improve.
