Centralized Congressional Staff

Each Representative can currently have up to 18 of his or her own staffers on the Federal payroll (and Senators can have an UNLIMITED number of staffers), none of whom are hired through any competitive Federal employment system. Each Representative gets almost a quarter million dollars for staff salary, and each senator gets between 1.6 and 2.9 million for staff (that doesn't even count office expenses and unlimited mail franking).


Instead, let's have a Congressional Staff office that handles most of the non-constituent work required by members of Congress and give each member of Congress at most 2 assistants (like in the days before the Legislative Reorganization Act of 1946). Instead of nearly 10,000 staffers, all the business of Congress could be done by at most 2,000.
