Build Hospitals (Not Jails) for Mental Illness

In the early 1970's many mental institutions were closed and many of those patients ended up on the streets. Now many of these patients are in our Federal, State, and Municipal Jails. Our Judicial and Prison Systems are over-burdened with people that should have been treated psychologically in a hospital that specializes in mental illness. Many more are on our streets living in sub standard conditions. Most of them just need professional care to get them in the workforce again. Institutionalizing psychopathic killers, pedifiles, and violent criminals in mental facilities before they can commit a crime would save this country billions of dollars in legal fees alone and reduce the crime rate. Also, a family with a relative should be able to seek professional care the same for someone with a mental illness as any other illness.
