It is my experience that most civil servants feel pressure to spend their entire budgets for fear of having their budgets reduced the next year. This obviously can lead to overspending, waste, and unnecessary spending. Each Agency should make it a formal and well publicized directive that any unused budget funds will not be the basis for future cuts and may actually be used to guarantee future budget levels...Example (any possible budget reduction can never exceed the inverse of your prior year budget savings - 5% savings - no more than 1/5 (20%) reduction; 10% savings - no more than 1/10 (10%) reduction). This may encourage civil servants to not waste funds at the end of the year!
