The DHS HQ office I work in does not have a financial management system. We rely on spreadsheets and memory. The efficiency and efficacy of the budget preparation, execution, and performance tracking are non-existent. We spend countless man-hours tracking down information, running models by hand, and relying on information that someone annotated somewhere.
We could eliminate easily 25 positions in our organization, probably more, if we could spend a small capital cost to implement a system. Potential savings in the long term could easily reach millions each year in reduced staffing needs. Data reliability would improve, planning would improve, and efficiency would be greatly improved. We would be better organized, better informed, and better prepared.
