The grass is always greener, until you get to the other side---But employees do not know that until they get there. Departments with large agencies (especially those with heavy turnover) might consider "spec opportunities" for employees to spend a week (or month) intra-departmentally to review an agency before applying for a position there and wasting government and personal time, effort and dollars. A “Spec Opp” would come without penalty (animosity notwithstanding) and might encourage individual growth as employees develop and gain a well-rounded view of their department as a whole. This will not work for everyone, but for those potential hundreds, it would be enlightening, offer alternatives to transfers and provide ambassador-like opportunities for “good” employees between agencies. Only requires departmental policy and a little working together. The ambassadorship would be at the employee’s expense if approved.
