We use GovTrip for travel authorizations and vouchers. In the system, there is a function that allows for uploading receipts electronically, by either attaching a pdf or faxing to create a pdf. But the agency is not using this feature. Instead, we have to provide a copy of our receipts to another staff member who provides that copy to the processing center, who apparently does not have access to the receipts we can upload into GovTrip (at least that's what I had been told.) The feature to go paperless is there, why don't we use it? It would save all the paper duplication and the staff time transferring copies of receipts to the appropriate people.
