Allow possible choice of duty location at 15 year mark

Allow service members to try and find an applicable duty assignment to an area of their choice they would like to retire at or process out of the military when they reach their 15 year mark. This will allow them to start establishing a way of life in the area and within the community prior to their departure from the military and cut down on PCS moves for the service members and their dependants. When this choice of assignment area is chosen, they are locked in to this location and their record will reflect that they will be processed out at this location is retire ment is filed. If the service member is going to go beyond the 20 year mark then they can opt out of the choice at their 15 year mark. However, once the SM decides they will retire they submit the paperwork guaranteed to serve 5 years and then retire with their choice of duty location within their career field.
