Agency and government wide apprentship programs

In the building trades and in the Navy there are apprenship programs in which younger people learn from older and seasoned employees. One of the problems with the large number of baby boomer retirements is that governmental offices have either a large number of young people or older workers and no inbetween. My idea is to have a type of apprentship/mentor program for agencies like Social Security and others where seasoned people are able to discuss issues such as how they deal with workloads etc in order to assist younger and newer workers in coping with the stress of governmental work
