AUTHORIZE OFFICE BUDGET CARRYOVER TO FOLLOW ON YEARS

EVERY YEAR IT IS COMMON PRACTICE TO SPEND DOWN ALLOCATED BUDGETS IN ORDER TO RECEIVE THE SAME OR MORE FOR THE FOLLOWING YEAR. THIS CAN BE WASTEFUL BECAUSE THE PERCEPTIONS ARE THAT IF YOU DON'T USE IT, YOUR BUDGET WILL BE REDUCED THE NEXT YEAR. MOST OF THE TIME, THOSE REMAINING DOLLARS ARE SIMPLY BLOWN ON UNNECESSARY ITEMS, TRAINING AND NICE TO HAVE SUPPLIES WHICH COULD OTHERWISE FALL INTO THE WASTE, FRAUD AND ABUSE CATEGORY. I PROPOSE WE ALLOW BUDGET CARRYOVER INTO A SPECIAL FUND WHICH CAN DRAW INTEREST AND BE USED IN FOLLOW-ON YEARS BY ANY OFFICE NEEDING THAT MONEY. DON'T FOCUS ON WHAT A PARTICULAR OFFICE IN ANY DEPARTMENT SAVES IN ORDER FOR THEM TO USE LATER. THAT WOULD BE TOO COMPLICATED. IF ALL THOSE FUNDS WERE DEPOSITED INTO THE GENERAL TREASURY FUND, IT WOULD BE MUCH EASIER FOR ANY ENTITY TO WITHDRAWL FUNDS IF A NEED EXISTS OVER THE NORMAL BUDGET AMOUNT VIA A SPECIAL REQUEST. BUDGETS WOULD STILL HAVE TO BE JUSTIFIED BUT IF REOCCURRING LEFT-OVER MONIES ARE SEEN, THEN A REDUCTION CAN BE MADE AND SHOWN THROUGH HISTORIC SPENDING. CASH-BLOWING HABITS WOULD NO LONGER BE NECESSARY AND AN OBVIOUS PROFIT COULD BE RECOUPED BECAUSE OF THE INTEREST GROWING ON THE UNUSED FUNDS.
