When employee are deployed they should not be able to collect their 120 hours of military leave pay, because they are already being paid while in the military. This is double pay from the government.
Require all non essential personal to take 3 hours of leave without pay each pay period. This would save the government millions. And the employees would not lose an accrual, because is require 80 hours a fiscal year before an accrual is lost. And they would still have plenty of time to do their jobs efficient. This was done in Houston and saved the city millions only they were required 8 of leave without pay.
Instead of outsourcing jobs, which is costing millions the job descriptions of current out outsourced position could be rewritten to lower grades that would be cheaper than outsourcing. example we pay lots of much for another company to shread our paper when that could be a GS 1 position and save money. We already have shreader.
I think buy outs would be a great way to reduce the budget, but instead of offering 25,000 offer 20,000. because if someone want to retire and is willing to take 25,000 they will take 20,000. Most that are will to take an early out already have finances to sustain them during retirement.
We have thousands of employee that are on travel for different educational training, which is good. If the training can be use the benefit the company. But if persons attend a training and never do any thing with the training it was a waste of time and money. Many times training are used as a vacation for employees or a get away from work. The VA spend millions paying retention pay to administrative staff, that are already well paid, that have no intention of leaving the VA. On top of yearly awards. If retention pay was given only to Doctors that would save a lot of money. Because, we need good doctors. Also, the retention pay should work the same way as recruitment bonus if you leave you pay it back.
The VA payroll office spends $50 to send one piece of paper UPS this is a supper waste. We have 5 and 6 pick ups a day not in our office but at the VA. If this were reduced to once a day pick up and delivery this could save the goverment hundreds of thousands.
