Like Crime Stoppers, Make a major nationwide campaign to promote toll free number and website to report suspected disability fraud. Create media showing one working family struggling to pay bills and show a movement of money into a family where the disability claimant is enjoying life, spending time with kids, etc. If the report results in disability being denied and or arrest those reporting gets a reward. No idea submitted by a federal employee should be discarded without review by a competent person capable of facilitating the realization of a great idea.
Establish an idea library for future use with access for agencies.
Many, many federal employees feel they cannot share their ideas or their agencies have inadaquate innovation platforms or frameworks to facilitate ideas. Often agencies appear to not be capable of change because change is designated to take place at the local level, however, this level does not have the resources to do so. At some point the federal service should have a clear guideline to very specifically say if you have a "no call no show" status for a total of XX days you will be removed from federal service.
Every agency, likely every facility recreates forms, files, databases, and templates that could be centralized in one federal web depository for upload to other agencies. This could save tens of thousands of manhours wasted doing the work someone else has already completed.
For those applying who are cleared, reimburse them. If not the government does not loose those funds.
Establish an independent panel to review all disability claims. Advertise hotline for fraud. Re-evaluate what constitutes justification. Many instances people on disability are off work riding ATV's, hunting, and playing sports with their kids while those of us who work physically cannot do what they get paid to do, stay home.
Save over $1,000,000,000.00 average per year! The recent census cost around 13 billion dollars and although there would be an expense related to preping and utilizing the USPS they are already on location in communities across the country. Imagine the training, hiring, salary, and other costs associated with Census.
Consider the expense of delayed access to Mental Health Treatment for Veterans and the significant number of service members about to return from combat. Immediate access to VA for active duty military members leaving the service or other service members returning from combat: 1) Require each service member to pre-register with VA facility of their choice or elect out. Create a group dedicated to focus on cross agency innovation collaboration including cost reduction and savings. The DoD has created a great collaborative between each branch of service. Imagine the talent between the agencies. Additionally a cross agency development team should be created to given support to agencies in technical support. Yes, this means funding for cities would only be based on those who were in active status with IRS. No this does not mean people have to owe money to be counted by IRS. This would save tens of millions of dollars, if not more.
Create an online share library accessible by federal employees to see how others are saving money, improving processes, and or being innovative. Make the library searchable by "tags" or "key words" industry and or agency.
