I believe there is GS-creep for many federal positions in this agency. As vacancies occur through attrition, before they are filled, duties should be reevaluated to ensure GS levels are appropriate.
There are also too many nonsupervisory GS 14s and 15s, or those who only supervise one or two employees. Set supervisor to employee ratios that warrant the title and grade.
