Fed Employee Leave Without Pay for National Service

Establish a formal program to allow Feds to take leave without pay to perform national service such as Peace Corps, Vista, and Americorps. Currently, this is an agency by agency decision, not a standard policy. Hotel Per Diem Incentive to Traveler

Encourage employees to choose the lowest hotel rate below the Per Diem by giving them 10% of the amount below the Per Diem. Example, if the Per Diem is $200 and the final hotel bill is $100, the traveler would receive 10% of the amount below the Per Diem - $10.

Criminalize vote bartering and ex parte legislative discussions.

When a piece of legislation is brought before a legislative body (either the House or the Senate), it is nothing short of bribery to vote swap (i.e., I'll vote for your bill if you vote for mine; or I'll vote for your bill if you give my district X dollars via an unrelated amendment). We buy computers from Dell. Each computer comes with a license from Microsoft. (Sticker with license key) We then buy an Enterprise license to install Windows (any version) on that computer. Dell sells computers without Windows. We can buy our computers without Microsoft licenses, and then install our Enterprise software.
