TSA should install gravity-powered tray/bin returns at its checkpoints. Gravity-powered tray/bin returns are used at most European airports. The devices are usually just a pair of sloped rails. We should stop paying approximately $30.00 - $50.00 for each government vehicle oil change for an estimated fleet of 600,000 vehicles government wide. Currently, we use hundreds of oil change facilities including national brands, car dealerships, etc. I recommend that we negotiate flat rate fee's for individual oil changes at 3-5 national brands and implement guidance for using these brands. Require the director of the Rural Housing Service mortgage program to refinance all subsidized mortgages so that the subsidized payment on interest can capture the current low interest rates in the housing market. The government's subsidy will be lower for many mortgages because of the current low interest rates in the housing market..
There should be some sort of guidlines about what type of shipping is to be used when sending mail from one office to another within our agency or even outside the agency and I would suspect other agencies & departments. In the USFS many offices are just not in a "next day" location but yet we still utilize next day or express knowing it will take at least two days to get to it's destination. The Problem: Responding to traditional notice-and-comment rulemaking required by the Administrative Procedure Act takes a substantial amount of effort for both the agency and submitters. Each department would be responsible for implementing an electronic “suggestion box” for their employees.
If employees can see and submit ideas online at their department web site throughout the year it would result in two positive developments: employees would contribute their ideas more often, and management of that department would less likely dismiss the suggestions of their employees.

Similar to employees pooling their dollars to buy a lottery ticket, employees could unleash the potentiality and the dynamic energy of the brain power of a group to generate viable ideas to: improving the quality of output at lower costs, simplifying processes to reduce administrative burden, or improving the speed of government operations to improve efficiency.
