THe huge amounts of money wasted in Africa and Asia could be better utilized investing in our southern neighbors. I would rather see items made in our hemisphere, then in China or Vietnam. Require Non-Citizens to pay up front for medical care.

Anyone who is a non-citizen (No matter where they are from) would have to pay up front for medical care or be denied. Pre-paid debit cards would be required and money could be added to them at any time from any source. M-1 and J-1 Visas for "Students" - severly penalize the schools

Raise the price significanly for those applying for J-1 and M-1 Visas. A very high proportion of those who use those Visas to get into the country have absolutely no intention of ever leaving. Countries pay for their illegals.

In addition to fining those present in the United States contrary to law, we should start charging the countries of nationality for the detention, removal, and deportation of their citizens.
