Create a new box just like the one already on the tax forms that allow individuals to contribute to the presidential reelection fund--the new box would be "debt elimiation". All monies going to this would be to reduce and eventually eliminate the debt.
Leadership is obsessed with awards. Create a local Quality Assurance Panel in each VA to randomly check the accuracy of claims for eligibility. If we can identify where the holes are in each VA, we will then know how to close that hole. We received a detailed letter that is apparently widely passed around in prisons, the letter essentially provides detailed instructions on how to file for SSI/RSDI after getting out of jail/prison. I've seen quite a number of recommendations that appear to be reports of fraud, waste, and abuse. These include everything from inappropriate use of government vehicles to abuse of governement hiring practices. The GAO should receive a summary, especially of heavily trended topics that would appear to be fraud, waste, or abuse cases. Submitters should also consider this. There are various examples where employees try to seek out assistance in order to alleviate very stressful situations with innapropriate management. Sometimes it is discrimation, other times is bulling, other times is just an issue with personality conflict or simply management acting innapropriately at work. Early in July I developed a beneficiary travel tool to expedite a task for myself and a colleague in calculating copious amounts of information on Beneficiary Travel mileage. Offer *limited* immunity for turning self in for SSI or disability overpayment fraud. If we never find out, they will just be using that money and if caught, they rarely pay it (or all of it) back. Travel pay should not be authorized for Vets locally attending their appointments. For people who choose not to live near a VA they should authorize only 2 travel pays a year and no more. Travel pay should be authorized when going from one state to another for referred care or one VA to another for referred care, but we should not be paying people to come and see their doctor. We need rigorous training for frontline staff determining eligibility for health & other benefits. The VA has strict procedures for determining eligibility including what documents are acceptible. However, at least in our VISN (12), review of eligibility seems to indicate sloppy procedures. Have all Federal employers' Human Resources departments apply a psychological screening test that will indicate the level of integrity / honesty of job applicants. Current policy allows anyone to file a new claim or appeal any unfavorable decision with no limit. Many individuals are clearly not disabled but continue to file claims for decades. Create legislation to ban any individual from filing or appealing any disability claim if the agency documents false statements made by the the applicant.
