Bill foreign countries for expenses incurred by their citizens

The U.S. gives aid to almost every country in the world in one way or another. If a foreign citizen uses U.S. services without paying -- hospitalization and medical care at the top of the list -- hospitals etc. should send the bill to the State Dept which would bill the appropriate country. Other programs cause massive frustration for millions of people with very little payback (how much will we really save by reducing the per diem tables?) Israel is one of the wealthiest nations in the world with one of the lowest population densities and yet it receives half of the foreign military financing allocated annually by the US for every country in the world. We are broke, stop giving all foreign aid. I don’t mean to leave these countries with nothing. We should ask China to give them 43 cents of every dollar we would have given them. It is their money we are using anyway.

Foreign Aid Reform

Quit sending foreign aid to nations that are hostile to us. Break foreign aid packages in Congress up so that each nation receives a separate vote (or multiple separate votes for designated aid). Then the members of congress will be held accountable for their votes on aid to nations like Venezuela, Pakistan, and China.
