Environmental Protection Agency

shared electronic workspace

In my regional office each Division is assigned an available server to store shared documents. Servers or some sort of electronic storage space needs to be available to all employees, across Divisions within the region, and across the entire agency. This would prevent the need to send E-mails, particularly E-mails containing large file attachments. E-mails require servers to store a record of the message AND the attachment.... more »

Email Only! Handouts of Presentations

Every day government employees create engaging power point presentations, The common practice now is to print out enough handouts for all attendees. This is often binders full of reports, etc. I propose that the new "norm" consist of paper free presentations. If attendees would like to request the presentation, they can do so via email. Then the presentation can be emailed to them as a pdf that they can read on... more »

Eliminate end of contract spend down

Ways to encourage saving money from being spent at end of contract or end of fiscal year: 1. Allow for contract extensions based on funds remaining. This will encourage the funds to be used as intended rather than wasted uselessly. 2. Financial incentives for funds saved at end of contract. Similar to bonus policies in some private corporations: pay out a percentage of the money saved (with a reasonable cap) to all employees... more »

Change Fiscal Spending and Add it to Evaluations

I recommend changing the military fiscal policy so that an organization can have money at the end of the fiscal year and for it to not only be ok, but also be encouraged by making it a high priority item on evaluations (OPRs/EPRs, Civ Appraisals). Budget Giveback

Instead of punishing Agencies for giving back money at the end of the budget year, reward them. Currently, there is no incentive for an Agency to give money back at the end of the year. Every year there is a mass spending (a lot of times on items that are not currently needed) just so we don't give money back. This is done because currently if you do give money back then the next year's budget is almost always cut... more »

Stop Waste Spending (Landscaping, Large TVs, Construction Projec

Spend money towards defense instead of no value added spending. Billions are being spent across DoD on unnecessary landscaping, flat screen TV’s, construction projects, etc… Create a culture were saving money is a priority instead of spending. First, visit several installations identifying wasteful spending habits (i.e. landscaping, large flat screen televisions, not needed computers, not needed construction). Many... more »
