It is well documented that the Federal Govnt views training as essential to keeping its workforce adequately prepared and able to maintain expertise. why do we send staff to "train the trainer" classes only to have them teach the class to staff at an offsite location in different cities? this is happening with most of the PACT training. 20-30 staff members are being sent with the "trainer" to cities that require several overnight stays, travel expense and per diem. Many Military training courses require students to show up 2 or 3 days ahead of time, frequently over a weekend, when training does not start until Monday morning. Review the reporting requirements and make the default report time the day before training starts since this enables inprocessing. There are several hundred thousand civilian and military cell phone users. There s no uniformity on how to purchase Cell Phone services and as a result some units replace their mobile phones each and every year and incur the hardware cost each and every year. I have found very little training available within DOE on energy efficiency / sustainability areas.
A lot of employees spend a lot of time on the DOILearn courses that cost a lot of money to create. However, when these are listed on an application as a substitute for lack of experience and ignored, it amounts to a lot of wastered government time, money, and effort training its employees. Have focused 1102 training be have sessions that are geared more towards civilian agency contracting officers, contracting specialist, and COTRs. The majority of 1102s in training sessions are civilian-based, and not DOD, yet the curriculum is heavily slanted toward DOD contracting officers. Employees should be able to create new and edit existing training materials and desk aids and submit them to training functions. Time/cash awards would then be paid based on word count, percentage of changed items, etc.
The Federal Government should not hire employees just because they meet a quota.
I've seen too many employees hired to meet a targeted category, who were totally unable to do the job. Some were eventually terminated, some still working.
By getting the best qualified candidates, we would cut out the waste in money used to train, and give the American Taxpayers the Federal Government that they expect and deserve.
Under no circumstance, should a servicemember or government employee be sent across the country or overseas to watch power point presentations and hear a lecture. There is a huge opportunity for cost savings in this area. Class room instruction should be done at a distance when feasible. Heavy justification should be needed to send personnel to training. Travel costs will be saved.
We need rigorous training for frontline staff determining eligibility for health & other benefits. The VA has strict procedures for determining eligibility including what documents are acceptible. However, at least in our VISN (12), review of eligibility seems to indicate sloppy procedures.
