Require every federal data center be assigned a certified Data Center Energy Practitioner (DCEP). DOE has identified this as a data center best practice in its 2011 Strategic Sustainability Performance Plan (SSPP). After contract agreements to purchase federal automobiles, not including those needing quick acceleration or for security, electric and hybrid government vehicle should be purchased to reduce spending for gasoline. All Regional and Area Office Site Visits should be conducted by teleconferencing. The time spent travelling, in additional to the mileage and hotels required, cost the Federal Government millions of dollars yearly. Have federal buildings that operate off a timer for most electronic equipment and lights. Almost all equipment except servers that save data. Having electronic equipment such as computer workstations, printers and fax machines. The equipment should shut off during off duty hours and turn on before shift work starts. At the Kennedy Space Center as with many Government facilities, there are many buildings with spaces that must be kept cool for sensitive equipment and hardware. These facilities include laboratories, workshops, hangars, spacecraft assembly buildings, etc. that tends to be large buildings with much air leakage and high rates of solar heat gain. Many government agencys have duplicative IT development efforts going on within their Agency because the Agency's CIO does not have the authority or responsibility to oversee all Agency IT development efforts. Make each Agency's CIO responsible for all IT development within the Agency. The CIO would receive all the Agency's IT funding. Put solar power on all military dorms, and add heating to them as well. Not all government buildings are efficient in providing solar power, but the ones that are geographically located in areas feasible should be built with solar power panels.
Computer hardware and software failure may result in employee downtime and lost work. Some people mitigate this by backing up files on external hard disks. Unfortunately, backing up files can take up to several hours when the employee has more than 100 GB of data, which results in the inability to do work on the computer during that time. I notice that the lights are often on at my facility, even at 3am when essentially nobody is around. The place is well guarded, so I don't think security is the reason. I think apathy gets often gets in the way of even doing the simple stuff.
In the fall, the facilities workers at my agency use leafblowers to clean up the outside of our building. These leafblowers are not only expensive to buy (or rent) and to repair, but they waste energy and contribute to both air pollution and noise pollution. Why not replace those leafblowers with good old-fashioned rakes? Rakes are less wasteful, not just when they're being used, but also when they're being manufactured. ...more »
