One Function = One Provider

We have WAY too many "service versions" of the same functional items. Great examples would be Combat Camera, Network Warfare, Spectrum Management, etc... Increase the use of FUNCTIONAL commands and stop allowing each service to create their own version of the same capability.

Eliminate essentially duplicate DOD documents

Recommend Service mandated documents that essentially duplicate Department of Defense (DoD) required documents be eliminated. For instance, Air Force Instruction (AFI) 63-101 requires a Life Cycle Management Plan (LCMP) be written for each Milestone decision point while DoDI 5000.02 requires an Acquisition Strategy. What is the millennium Challenge Corp?

The Millennium Challenge Corporation is just an example of one of many Agencies I have no idea what they do. States are combining duplicative agencies, this agency might find a home with some other department or just be deleted if it's useful life has been exceeded.
