HEIGHTEN LEO EFFICIENCY/CONSOLIDATE UNDERUTILLIZED CBPO ENFORCEM

We can stream line overlapping law enforcement functions/jurisdictions, and save money, have a higher amount of productivity and utilization of resources,a stronger more defined mission, and a stronger more supportive Chain of Command adherant to the Criminal Law Enforcement mission. This will be accomplished by consolidating the criminal law enforcement functions of the underutillized, misappropriated "orphan" positions ...more »

VHA INTERNAL PRIVACY ACT/HIPAA ENVELOPE

The Department of Veterans Affairs currently uses Privacy Act/HIPAA interoffice envelopes which are designed for only one use. This is a hugh waste of money and resources. If the recipient opens the sealed envelope without damaging it too much, & places a blank sticker over the original recipient's name, the envelope can usually be used one more time. Mary Gray & I have designed a new envelope which still incorporates ...more »

STOP THE INSANITY! Why Throw Away $$$ Billions???

Why does a completely tax exempt organization voluntarily throw away billions of dollars by paying taxes on travel? I travel a lot for the Navy and detest that taxes for TDY travel expenses are charged to my government credit card. Though the Government Treasury will get the taxes back, for the Navy and the Program Office (PMA), those funds are lost. Those lost and unrecoverable funds, which can quickly add up to billions, ...more »

Technology

Our agency has Video Service Delivery Equipment in Central Office, Regional Offices, ODAR and many Field Offices. I propose the government find more efficient uses for this equipment. Currently, our region is using the equipment to fill positions that could not be filled due to budget constraints. However, if more field offices had the equipment, Immediate Claims Taking Units could assist with walk in traffic (with ...more »

Electronic Record Keeping for IRB research Processing

IRB processing is currently paper-based and horribly inefficient. Hundreds of pages of paper are used to process research applications for the most minimal-risk studies and usually take a full year to process. Gaps in the process due to forms not having numbers, forms being replaced with e-mail verifications, etc. make the process wasteful, time consuming, confusing and require extra staff to check for completion that ...more »

Save money by leasing solar panels

We can save on our energy costs by using new financing arrangements to lease solar panels. Many private sector companies have profitable businesses built on the leasing of solar panels, and the deal structure would not require any new appropriations.

Anonymous Interviews for all jobs- SAVE EEOC COMPLAINTS!

Too often high-ranking officials choose those most like them for promotions and unfortunately discriminate against more qualified minorities. Perhaps it is time for others outside the region to choose who to promote through anonymous interviews, thus race and ethnicity are not a part of the hiring decision. Such methods are used when submitting dissertations for doctorate degrees. The dissertation is not judged by "who" ...more »

Executive Office of the President

Gut Administration, and Management.

Every organization in the government, spends way too much money on administration, and management, and we all know it. Gut the middle layers. Fire some people. The most important place to do this, unfortunately is the school system, which the federal Government has little control over. We need more competent laborers, there are a plethora of unemployed people, and instead of giving those people jobs we're wasting ...more »

Implement smarter workstation replacement policies

It is a given that CPUs need to be replaced every so often to accommodate software upgrades and improve processing speeds. (Perhaps it is true that some agencies, such as SSA, replace them too frequently, but that is the subject of other SAVE Award ideas so I will not get into that here.) However, computer monitors have longer life cycles and so whenever agencies do a workstation replacement they should not simply replace ...more »

Please address concerns about management abuse

There are various examples where employees try to seek out assistance in order to alleviate very stressful situations with innapropriate management. Sometimes it is discrimation, other times is bulling, other times is just an issue with personality conflict or simply management acting innapropriately at work. If the agency continues to "brush" off these complaints by dismissing them quickly at the EEO levels, they are ...more »
