Why does a completely tax exempt organization voluntarily throw away billions of dollars by paying taxes on travel? I travel a lot for the Navy and detest that taxes for TDY travel expenses are charged to my government credit card. The Department of Justice (DOJ) could save from $300,000 to $500,000 from consolidating anti-virus software purchases. Currently DOJ uses at least 5 different anti-virus software products across the DOJ Component organizations. If that were replaced with 1 or 2 enterprise licenses, the advanatages would be significant cost savings as well as standardization of software.
It is a given that CPUs need to be replaced every so often to accommodate software upgrades and improve processing speeds. (Perhaps it is true that some agencies, such as SSA, replace them too frequently, but that is the subject of other SAVE Award ideas so I will not get into that here.) If we instill in children the importance of being physically active at a young age they will be more likely to have a healthier life style in adult hood. This will save money in healthcare cost because there will be less medical problems due to weight problems.

Patient have difficulty understanding, remembering, and following technical, confusing medication instructions, and so may miss, double up on, or otherwise miss-take medications. When patients fail to improve as expected, clinicians may unnecessarily increase, duplicate, or change medications. We should stop paying approximately $30.00 - $50.00 for each government vehicle oil change for an estimated fleet of 600,000 vehicles government wide. Currently, we use hundreds of oil change facilities including national brands, car dealerships, etc. I recommend that we negotiate flat rate fee's for individual oil changes at 3-5 national brands and implement guidance for using these brands. I suggest adopting as many of these as possible to give the American Taxpayers the Federal Government that they expect and deserve.
On command-level annual personnel reports, include a line to document the percent spent compared to the prior commander. Use an entire line to document unusual circumstances such as major storm events which may necessate extra expenditure. Move all data centers under Federal clouds (private like clouds for all Federal agencies, managed by one agency – physically spread out through out USA), we can make federal agencies (at least the civilian ones) use it on a pay and use basis.
