Instead of dictating how NASA is to go wherever we're going next, how about we give them a direction and let them design; they can explore lower-cost options than SRBs and enter the competitive market.

Where possible allow agencies to work either four 10 hour days or four 9 hour days an 8 hour Friday four 9 hour days and then Friday off. This could allow complete offices to close saving electricity, fuel, and reduce the traffic load on local streets.
Provide a list of approved freeware or shareware software that can be used in lieu of software purchases.
Many federal employees profit from official travel because their meals and indicental expenses are lower than the per diem. I propose retaining a daily maximum spending amount, but have employees provide receipts for actual expenses incurred.
NASA is currently planning to spend over a million dollars to tear down a rocket-engine test stand. The stated reason for tearing down the stand is to maintenance costs. The test stand, however, costs only about $25,000 per year to maintain. It could stay in place for 60 years before the maintenance costs would equal the cost of demolition. Currently, the U.S. government spends in excess of $1 billion annually to license software -- software that produces documents that are difficult to access after a few years because the new version of the software often doesn't work with the older documents. We continue to use Lockheed Martin as our main supplier for equipment (computers, etc) and we pay 2x as much as retail, not too mention a monthly service charge for support. This is just not necessary and the support should be based on a per call basis. If i never have issues with my computer, why should i be charged a monthly fee...since i never contact support?
Currently it takes me approximately 17 minutes to boot my computer. It takes another 5-10 for it to become useable. (I can make a pot of coffee before I can check my email). And this happens every morning. My computer at home is usable in less than a minute. I fully understand certain software must be loaded during boot to protect the computer/virus checkers etc etc, but the boot process can be optimized so these ...more »
Replace exterior doors with revolving doors to prevent outside air from entering the building. This would save on heating in the winter and cooling in the summer. The current automatic doors remain open long after the user passes through. With the door wide open, air conditioning (or heat) escapes the building. A revolving door would prevent large amounts of interior conditioned air to escape, thus saving on utilities. ...more »
Office Supplies At Kennedy Space Center the office supply budget continued to increase during budet restructuring and budget cuts. Upon request the purchasers continued to inform management of items required compared to the list of items wanted. If this nation wants to save additional Billions dollars from Government Organizations like DoD, DOE and NASA etc, then following will hold good for all above Organizations. Employees could voluntarily reduce government utility costs immediately with simple e-mailed reminders, or via electronic newletters, explaining the cost that the agency is incurring for utility expenses (especially, a/c, heating, and lighting) which could be reduced by turning off lights and computers overnight. Lights left on waste energy unnecessarily during the weekend when nobody needs them. 2 days out of 7 equals a 28 percent savings on the electricity bill for every government building that utilizes weekends with lights out.
A decision was made to close the Johnson Space Center Arcjet for financial reasons at a savings of $5 million a year. The Ames Arcjet (which provides similar test conditions) costs a total of $16 million a year to operate. If the closure was truly about saving money, shouldn't the Ames Arcjet close and save an additional $11 million a year?
I know folks like to travel - but - in the Federal Gov't folks travel "just because they can" and the money is there - many trips are unnecessary to complete the mission.
