Currently IRS and the Federal Government are loosing as much $100 million or more a year from payment of fraudulently filed electronic returns. The problem seems to be that in an effort to quickly process the return, IRS pays any refund due before they compare it with any information they have available. Eliminate the printing and mailing of tax Code and Regulation (volumes) to the various post-of-duties located across the U.S.
All of this information is available online. Nobody uses the printed volumes anymore.
You can also eliminate the mailing/printing of the Internal Revenue Manual (including CD's). The IRM is included in the CCH CD_ROM sent to all agents.
All federal employees should be required to file and pay all federal taxes due/owing. The IRS could obtain a database of all social security numbers of federal employees and cross-match them.
This should include all members of Congress as well.
If employees don't file/pay taxes, they should not be allowed to stay in their federal job.
Managers travel more than front-line employees do. Reduce air, hotel and mileage reimbursement to upper level mgmt and require more tele-conferencing and video-conferencing.
Example: territory managers all traveled to a site for 1 week to discuss CPE topics for LB&I agents. Then there is to be no CPE or at a minimum, 2 days CPE. Couldn't the territory managers have done this in a few short hours?
If the Congress and House took a 5% pay cut, had same cost of living as the military, stopped flying for anything but official buisness. They should have to pay for their medical and dental just like the military retirees and medicare useres and the co-payments, buy their own vehicals and homes jut like the military. Each year, each agent gets his/ her own set of printed regulations. Please have the service stop sending out hard copies of the regulations to each agent. We all have access to CCH and the internet (which has all the updated regulations at our finger tips). At the most, maybe we should be getting one set for each group, office, or floor, but it is very rare when I see an agent actually go to the hard copies because everyone ...more »
How many tax books and forms are printed each year for filing Federal Tax returns? Tens of millions plus I suspect. How about allowing everyone, individuals, small companies, medium companies....to fill out and file their taxes online with the IRS. I suggest that we make travel cost savings sharing universal across government. By this I mean sharing a portion (maybe one half, for an even split) of the difference between the authorized lodging rate and the actual lodging rate. (For example, the authroized rate may be $ 110, I stay for $ 80, we split the $ 30 savings, $ 15 for me, $ 15 to the Government).
Throughout the Territories, we have campus print shops that have a great deal of printer cartridges being purchased and empty cartridges to recycle. Most of our campuses at this time use the company Anew Green to recycle those cartridges free of charge. They come and pick them up and process all the way down to the cardboard boxes. I suggest that we stop scrapping perfectly good equipment and supplies. At the moment I have two printers and two scanners I have never even taken out of the box, as I do not need them. They were shipped to me to replace perfectly good equipment I still use.
There are billions of dollars that were turned over to the 50 States by Banks, Employers, Insurance companies, Stock companies, etc. all belonging to millions of Americans who forgot they had this money. I suggest that telecommuting be implemented as universally as possible across the Federal government. This would reduce carbon emissions from commuting as well as save real estate purchase and maintenance expense and security costs. Obviously there must be exceptions, but they could be minimal. One entire branch of my agency, for examples, operates 100% by telecommuting and has no offices.
Stop printing money and making coins. Issue eveyone a debit card everything is electonic anyway.
Amend the Anti-deficiency Act to permit government agencies to accept purely volunteer services. Under current Federal law, most agencies are not permitted to accept volunteered services (an exception is student interns). A change could add substantial expertise and competent manpower from those patriotic citizens who have the time and can afford to contribute.
Although the news is filled with distractions like the cost to the Fed to house unused $1 coins and how Americans don't "like" $1coins because they are heavy and easily confused with quarters, I would suggest we look at this issue with common sense and practicality for the sake of our nation.
