Currently MSHA mails out oversized original copies on 2-part forms to Coal Mine Operators. The forms contain results of Respirable Dust and Quartz samples which are taken at the mine and are submitted by the mine operator and MSHA Inspectors. The DOL OWCP is paid by other agencies based on the amount of dollars it pays out to injured employees. Each agency should find ways to implement programs that promote accountability in their employees. It is too easy to ignore difficult or unpleasant duties if there is no follow-up or awareness by upper management that issues are not being taken care of in a timely manner or at all.
