Gs-12s were given an automatic promotion to Gs-13 as long as they supervised at least 2 officers. At the Brownsville Port of Entry and probably other ports this rule is not being followed. All TSO's should be given the same training as Behavorial Detection Officers. If the BDO program was done away with, vast amounts of money could be saved.
At present CBP buys hundreds of thousands of seals each year to be issued at each Container Examination Station (CES) across the country. Prior to this taking place the seals that were used were those that the CES themselves bought and put on the containers once Customs Inspectors cleared the freight. As a CBP Officer, I’ve noticed that regardless of season, any one driving a DHS vehicle, USBP or CBP, who frequents the office, leave their GOV idling while they visit, often for tens of minutes or even longer. I assume to keep them warm, cool, or at the ready. I’m not aware of any CBP policy that either mandates or prohibits this action. Idling for just 10 minutes uses 27 gallons of gas a year. Merge ATF and Secret Service Special Agents and their authorities in to Homeland Security Investigations. This would save cost on proctective duties for Secret Service becasue there would be more agents to supplement for major events. For me, I think we can save more on the American people tax dollars by eliminating overtime in our workplace. Imagined, paying huge amount of per hour OT to some government employees GS-12 and above who work alongside lower paid government employees who do the same job and same responsibility but work harder. Each agency should prioritized and managed their work hours wisely...
Ports across the nation continually seize counterfeit and prohibited merchandise made of metals, leathers, glass, and plastics. Rather than pay for a contractor to pick these items up and incinerate these products; turn a profit by melting down the hardware and using it for construction of other products or just sell the raw material to the highest bidder. We are wasting very good resources and a lot of it.
