Every couple of years the 2-Day "Training Opportunity" comes around for Retirement-Eligible Employees. The idea is to teach them how to retire in the Federal system. The "training" takes the better part of two workdays. Some people in this agency have been to the "training" several times. Every year we have the CFC, so only the newest Federal employees do not know the drill. Everyone else is either going to contribute or not going to contribute. Reduce the administrative cost of processing Time and Attendance as well as Payroll by more than half simply by doing it 12 times per year (monthly) rather than 26 times per year (biweekly). Consolidate all loan servicing centers and all liquidation functions Express Liquidation and 504 purchases should be transferred to the National Liquidation Center Herndon, VA. NO employee transfer except for they be able to work from home through the use of teleworking.
Employees with teleworking skills should be able to telework for nationwide locations. Employees who are eligible to retire, should be retired.
The servicing Centers should go back to being consolidate with the District Offices. The District Offices are the face and hand of SBA. Recommend you consolidate the Processing Center and Little Rock Servicing Centers together. This will reduce the fixed asset overhead. The employees would not have to transfer but could telework for the areas they live. All Express Liquidation and 504 Liquidation should be consolidate with the National Liquidation Center in Herndon, VA. Pending staff could telework with transfering.
