Cut costs by combining offices and manpower. SSA and RRB both provide services to the American public on very similar programs. Many rules and regulations overlap both programs. Why must agencies use expensive contactors for things like office supplies and travel arrangements? For example, it is back to school time. Eliminate pay in plans for Railroad members to contribute towards a retirement benefit plan for their spouse. Only employees should receive retirement benefits.
